In the efforts to achieve greater energy security, GOP through AEDB and with the help of private sector and DFIs including IFC, CDC, FMO, ICD and various advisors has simultaneously signed Implementation Agreement and Guarantee Direct Agreement with eleven (11) wind IPPs making a cumulative capacity of 560MW. These projects would provide more than 1.8billion units of clean energy annually.
Six (06) out of eleven (11) wind projects are financed by the IFC whose signing of the Implementation Agreement and Guarantee Direct Agreement was witnessed by the honorable Prime Minister of Pakistan on November 15, 2019.

In view of the vision of the GoP to increase the share of Renewable Energy to atleast 30% by year 2030, AEDB has executed Implementation Agreements (IAs) with 11 IPP Wind Power Projects on behalf of GoP. The cumulative capacity of these wind projects is 560MW and these projects would provide more than 1.8 billion units of clean energy annually.

An investment of approx. USD 700 Million will be brought into Pakistan as soon as these projects achieve the Financial Closing in coming week. These projects are envisaged to come online by year 2021.

During the signing ceremony, the CEO AEDB, Dr. Rana Abdul Jabbar, appreciated the efforts made by the private sector in bringing the clean & cheaper electricity to the consumer of Pakistan. He was of the view that the increased share of RE in the overall generation mix will not only bring down the overall basket tariff but will also help in reducing the import bills of Pakistan. Further, the huge investment coming in the field of RE will also help in achieving the economic growth of Pakistan.

Today, a total of seven (07) wind power projects making a cumulative capacity of 350MW have been issued Tripartite Letter of Support (TLOS) by AEDB. These projects namely Liberty Wind Power 1 Pvt. Limited, Liberty Wind Power 2 Pvt. Limited, Din Energy Limited, NASDA Green Energy Pvt. Limited, Indus Wind Energy Limited, Lakeside Energy Pvt. Limited & Artistic Wind Power Pvt. Limited are developing their respective wind projects in Jhimpir Wind Corridor of Sindh. 

During the signing ceremony, Dr. Rana Abdul Jabbar Khan, CEO AEDB stated that the energy generated through these wind projects will not only help in reducing the basket tariff of electricity but will also reduce the dependency on imported fuel.

Another 03 wind power projects making a cumulative capacity of 160 MW namely Act2 Wind Power Private Limited, Gul Ahmed Electric Limited & Metro Wind Power Limited have been issued Tripartite Letters of Support (TLOS) by AEDB. The TLOS have been signed with the project companies by Dr. Rana Abdul Jabbar Khan, CEO AEDB on behalf of GoP & Mr. Imtiaz Ali Shah, Director Energy Department on behalf of Govt. of Sindh. All the three wind projects are required to achieve Financial Closing by November 18, 2019.

ISLAMABAD: The Alternative Energy Development Board (AEDB) accorded approval for issuance of letters of support (LOS) for 11 wind power projects having combine power generation capacity 558MWs.

The AEDB meeting that held here on Wednesday with Federal Minister for Power Omar Ayub Khan in the chair took this decision. The Board took up agenda item regarding issuance of LOS for 11 Wind Projects falling under Category-II under the Cabinet Committee on Energy. Nepra has issued tariff for these projects and are scheduled to achieve their financial close by November 18, 2019.

The Board after in-depth deliberations and fresh views from National Electric Power Regulatory Authority (Nepra) approved the issuance of LOS for these projects.

These projects including ACT 2 Wind (Pvt) Ltd (50 MW), Artistic Wind Power (Pvt) Ltd (50 MW), Din Energy (Pvt) Ltd (50 MW), Gul Ahmed Electric Ltd (50 MW), Indus Wind Energy Ltd (50 MW), Lakeside Energy (Pvt) Ltd (50 MW), Liberty Wind Power-1 (Pvt) Ltd (50 MW), Liberty Wind Power-2 (Pvt) Ltd (50 MW), NASDA Green Energy (Pvt) Ltd (50 MW), Metro Wind Power Ltd (60 MW) and another 48.30 MW Transatlantic Energy Pvt Ltd.

Federal Minister for Power on the occasion reiterated the commitment of present government to promote renewable energy in the country.

Another wind power project of capacity 50MW namely Tricom Wind Power Pvt. Limited has been issued Tripartite Letter of Support (TLOS) by AEDB. The TLOS has been signed with the Project Company by Dr. Rana Abdul Jabbar Khan, CEO AEDB on behalf of GoP & Mr. Musaddiq Ahmed Khan, Secretary Energy Department on behalf of Govt. of Sindh. The 50MW wind project is required to achieve Financial Closing by November 18, 2019. 50 MW wind power project of Tricom will produce 166.44 GWhr yearly.

A progress review meeting on net metering activities was held today at AEDB Head Office under the Chairmanship of Dr. Rana Abdul Jabbar Khan, Chief Executive Officer, Alternative Energy Development Board. The meeting was attended by NEPRA (The Regulator) , DISCOS (IESCO, LESCO, MEPCO, PESCO, TESCO, HESCO, SEPCO and QESCO), and more than 14 AEDB certified vendor/Installers carrying out net metering installations. The following has been discussed during the meeting:

  • Identification of areas hampering fast track implementation of net metering.
  • Implementation of the Installer obligations as mandated in AEDB Certification Regulations 2018.
  • Issues faced by certified vendors in processing net metering cases.
  • Issues faced by DISCOS in net metering cases.
  • Operationalization of online portal for processing of net metering applications.
  • Arrangement of trainings/seminars and other promotional activities for net-metering.

A progress review meeting on net metering activities was held today at AEDB Head Office under the Chairmanship of Dr. Rana Abdul Jabbar Khan, Chief Executive Officer, Alternative Energy Development Board. The meeting was attended by NEPRA (The Regulator) , DISCOS (IESCO, LESCO, MEPCO, PESCO, TESCO, QESCO, HESCO, SEPCO and K-Electric), representatives of USAID (Sustainable Energy Program) and more than 20 AEDB certified vendor/Installers carrying out net metering installations. The meeting agenda was:

  • Identification of areas hampering fast track implementation of net metering.
  • Implementation of the Installer obligations as mandated in AEDB Certification Regulations 2018.
  • Issues faced by certified vendors in processing net metering cases.
  • Issues faced by Discos in net metering cases.
  • Operationalization of online portal for processing of net metering applications.
  • Arrangement of trainings/seminars and other promotional activities for net-metering.

The CEO, AEDB emphasized on the need of strong coordination between the government departments and certified installers/vendors for fast track implementation of net-metering connections throughout the country. The CEO, AEDB directed the certified installers/vendors to comply with the signing of customer agreement as obligatory under AEDB Certification Regulations 2018. During the meeting, the certified vendor/installers were asked to share their progress on the processing of net metering applications including steps taken for the promotion of net metering. The vendors/installers were also given due opportunity to point out matters requiring AEDB intervention/ facilitation. The certified installer/vendors pointed out some delays on the part of DISCOs in processing of net metering application along with non-availability of sufficient bidirectional meters particular with the LESCO. The IESCO representatives showed his willingness to provide bidirectional meter to LESCO& other DISCOs on borrowing basis. The participants were also informed that AEDB is proactively working on designing and operationalization of online portal for e-processing of net-metering applications which will bring efficiency in entire system by reducing the application processing time & will also provide real time status of the applications to the applicants and relevant authorities. The participants were informed that the e-processing facility will be at first operationalize in IESCO and LESCO and later the same will be operationalize in the remaining DISCOs across the country. AEDB in this regard will arrange capacity building workshops/training program through USAID (Sustainable Energy Program) in IESCO, LESCO, PESCO and K-Electric wherein representatives of other DISCOS, NEPRA and certified vendors/installers will be invited. Considering the vast untapped potential of solar in Baluchistan province, the Chair asked the certified vendors/installers to establish sub-offices in Baluchistan province along with arrangement of promotional activities for awareness purpose. The meeting ended with a word of thanks to the participants with the decision to convene progress review meeting at least on bimonthly basis.
